3rd Party Sales (Sponsored Copies)

I am interested in learning about the different ways that newspapers distribute and package what is often called \"Third Party Sales Programs\" or \"Sponsored Single Copy Program\".   Here in Madison we print a 4 page broadsheet wrap on 35lb mando newsprint.  We then are expected to insert the newspaper and sometimes other inserts into this wrap.  Programs are sold most often for special events which may increase our press quantities by as much as 30% which of course impacts our last truck out times.
Some questions I would have are.

[li]1. We have been told that the wrap is required by ABC to count these papers as paid copies.  Does any newspapers use another method to meet this requirement?[/li]
[li]2. Are your deadlines adjusted to accomodate for these extra papers.[/li]
[li]3. Do you insert other preprints into these sponsored papers?[/li]
[li]4. What is the responsibilities of the Packaging department and the Circulation department regarding handling these pieces?[/li]
[li]5. Please include anyother helpful information.[/li]

Thanks for the info.
